Problem:
Occurrence year changed when enter / modify entry code

Solution:
When the Entry Code is given on a Technical Worksheet, before the OccYR is changed, the system must first check 1) if the new Entry Code as allowed both on Technical and Claim worksheet 2) if the actual detail is linked to a Headline Loss AND 3) the system parameter "Use FX Headline for Technical Worksheet Details Linked to Headline" must be selected. If all of these 3 conditions are in place, then the OccYR shall be reset as it does today (functionality from SE-929). If ONE of the above 3 conditions is NOT in place, then the OccYR field shall NOT be reset.

Workaround:
Overtype the OccYR when the details have been completed

Root Cause:
Caused by SE-929 implemented in 4.9.3
