[SICSR-4404] Deleting Treaty Outline and Protection Program, all details not deleted from database

Problem:
When deleting a treaty outline and then the protection program, all details are not deleted from the database.

Solution:
When deleting any contract in SICS, all database data belonging to the deleted contract should be deleted accordingly.
