[SICSR-9256] Extracting outward balances where their related inwardbalance have been paid

Problem:

Settled balances without linked balance pairings (migrated balances) get a dummy unsettled pairing in the accounting data mart.
The creates problems in reporting since this balance will never be paired.

Solution:
Change data mart script (BOC005) to create a settled dummy pairing instead of an unsettled dummy pairing for balances without pairing that are settled.
